ENVIRONMENTAL SAFETY


The Environmental Safety is the security of the nature and vital interests of a human being from possible negative impact of economic and other activities, natural and man-made emergency situations and their consequences. One of the main tasks imposed by the Government of Saint-Petersburg on the Committee is the provision of environmental safety of the population and territories of the City including:

  • Prevention and elimination of oil and petroleum products spills in navigable water area of Saint-Petersburg as well as in its unnavigable part, water courses and detached water reservoirs;
  • Elimination of radioactive and chemical pollution of the territory of Saint-Petersburg, including oil and mercury contamination.

The City Integrated Emergency Environmental Service (CIEES) was established to solve these problems on the basis of State Unitary Enterprises under the jurisdiction of the Committee. The monitoring service of CIEES is in operation 24-hours and receives messages and information from the EMERCOM, hotlines as well as claims and requests from the population concerning the environmental safety. Readiness of the City Integrated Emergency Environmental Service on the elimination of chemical, radioactive, mercury contamination and petroleum products spills on the territory of Saint-Petersburg makes 15 minutes by the departure and 2 hours to come to an accident site by day and 2,5 hours by night; elimination of oil spills less than 5 tons takes the time period till 24 hours. Main areas of the CIEES activity are:

  • Immediate containment and elimination of emergency situations and incidents connected with the contamination of the objects by hazardous radioactive and chemical substances (including petroleum products, metallic mercury and its compounds);
  • Execution of the objects surveys to estimate the level of pollution by hazardous radioactive and chemical substances;
  • Emergency situation prevention – collection from the population and social facilities of the City subjection, transportation, temporal storage and transfer for long-term controlled storage (location) of radioactive and chemical hazardous substances including the mercury, mercury containing goods and improper healthcare products.
