Ecological Portalof Saint-Petersburg

The Environmental Expertise is the determination of compliance of documents and (or) documentation that justify the projected economic and other activities related to the realization of the object of environmental expertise, with the ecological requirements, provided by the technical regulations and environment protection legislation with a view to preventing the negative impact of such activity on the environment. The State Environmental Expertise and Public Environmental Expertise are performed in the Russian Federation. The state environmental expertise is organized and carried out by the Federal Executive Body in the field of environmental expertise and State Government Bodies of constituent entities of the Russian Federation. The objects of the state environmental expertise on federal and regional levels are determined by the Articles 11 and 12 of the Federal Law «On Environmental Expertise». The structural subdivision is established within the Committee to organize and carry out the state environmental expertise of the objects of regional level, the data bank of the state environmental expertise specialists on non-permanent basis is formed of the experts from leading research, project and specialized organizations. According to the Article 12 of the Federal Law «On Environmental Expertise» the objects of state environmental expertise of regional level are:

1. projects of normative technical and instructional guidance documents in the field of environment protection that are to be approved by the State government bodies of Saint-Petersburg;
2. projects of target programs of Saint-Petersburg, involving construction and operation of the economic activity objects that influence on the environment with regard to the arrangement of such objects taking into account the mode of natural objects protection;
3. supporting material for licences to carry out activities that may impact on the environment, if their issue is the responsibility of the executive authorities of Saint-Petersburg in accordance with the legislation of the Russian Federation;
4. materials of the integrated environmental survey of the sites that justify granting these territories with the legal status of specially protected natural areas of Saint-Petersburg;
5. project documentation of the objects whose construction, reconstruction, capital repairs are supposed to be carried out on the territories of specially protected natural areas of regional and local character apart from the project documentation of the objects.
