The St. Petersburg State Enterprise for the Prevention and Abatement of Accidental Oil Spills “PILARN” was established in 1990 to prevent and eliminate the consequences of accidental oil spills in the basin of the Neva and Eastern part of the Gulf if Finland. PILARN is the only specialized company of this kind in Russia; it has five modern oil skimming vessels, which are equipped with the most up-to-date equipment for oil spill abatement and prepared for emergency actions on a twenty-four-hour basis.
